Guide: The No-Job Path, Step by Step

Let go after a violation? The exact order: SAP steps with no employer, then the Clearinghouse owner-operator registration and C/TPA designation for the test.

  1. Get the free SAP list from your former employer if you can; if you can't, build your own list — the SAP steps never required an employer.
  2. Choose and designate a SAP, sit the evaluation, and finish the prescribed education or treatment. Do this now, not after a job offer.
  3. At the follow-up evaluation, get your eligibility recorded by the SAP — and get your follow-up plan's shape in writing (tests per year, plan length).
  4. Register in the Clearinghouse as an owner-operator for the limited purpose of the return-to-duty test (FMCSA FAQ, November 22, 2024). Do not apply for a USDOT number for this.
  5. Designate a C/TPA, take the directly observed test through them, and confirm the negative result is reported by the close of the third business day. Then restore your state CDL and start the hiring method with your documentation in hand.

Included in the $49 ReturnToDuty Kit

  • Choosing a SAP: the price table ($399–$600 bundled is normal), the questions to ask before you designate, split-pricing and bait-pricing red flags, and the payment-plan truth
  • The no-job path in full: registering as an owner-operator in the Clearinghouse and designating a C/TPA for the test — what step services charge versus doing each piece yourself
  • The follow-up years: plan math (at least 6 tests in year one, up to 5 years), changing employers mid-plan, and what a new employer must do
  • Getting hired: the SAP-friendly carrier search method, what to say on an application and in an interview, and the consent forms — honestly, with no invented list of companies
  • Records and licenses: Clearinghouse consent, what employers actually see, the state downgrade defense timeline, and the cost tracker worksheet
